Kathmandu, June 24: The Constituent Assembly (CA) continued discussions on the form of Legislature Tuesday too.

Taking part in the deliberations on the report based on the preliminary draft of the then CA committee on the determination of the form of the Legislature in the Tuesday meeting, most lawmakers argued for adopting the parliamentary system.


The concept of three-tier legislature and the bicameral House in the centre is relevant but misconducts surfaced in course of the parliamentary practices in the past should not be repeated, they stressed.


They underlined the need of guaranteeing inclusive and proportional representation while constituting the parliament and making it accountable to the people.  They were against the conventional Rastriya Sabha and in favour of giving equal rights to the provincial legislature as the central legislature.
